They named their new town "Bend." It notched its first victory against Native Americans two years later when it repelled an attempt by Chief Seattle's band to take over the small community. In 1862, Bend formed a government with a Mayor/Council system that lasted until 1865 when it became an unincorporated territory under direct rule of the United States military commandant at FortMultnomah Gardens. In 1863–64, Captain John Sutter established himself as the first resident doctor in Bend with his rancho San Francisco de la Plata Justo just outside town limits; he soon developed into one of Bend's leading citizens and served as mayor from 1865 to 1870 while also holding other civic posts including justice of peace for Multnomah County and president pro tempore of the Territorial Senate from 1865 to 1867. From 1870 until 1893 it was part of Deschutes County after which time it reverted back to Bend as an unincorporated territory within Multnomah County until 1902 when it joined with Willamette Valley to form Tillamook County During World War II much activity took place at Naval Air Station Pendleton near today's downtown area due to operations such as building Navy bombers for bombing raids over Japan during 1944–1945; during 1945 NAS Pendleton became homeport for USS Enterprise (CV-6). AfterWAREND ended all naval aviation activities at NAS Pendleton although some remains may still be seen around downtown area today In 1951 Bent City annexed what is now parts of Hawthorne Heights In 1955 Bent City annexed Slocum Township
