After World War II, when industries fled Boeing Air Force Base and other military areas for suburban development around Portland, Beaverton experienced rapid growth but remains largely smalltown-style with few high-rise buildings or shopping malls; accordingly, its population has declined since 2000s while its economy has grown significantly due to heavy industry relocation back into its borders outside Portland proper (although much recent industrial relocations have taken place outside downtown). Oregon's new constitution guarantees free speech rights and allows cities like BeaverTON to annex more territory without approval from state government so long as they maintain their compact form of government with three branches: City Council/Mayor/Wardens/Councilor; School Districts (ThreeFY2015); and Police Department (FullTime). In spite being annexed into larger cities many times over the years--most notably during WWII when most manufacturing moved out west--BeaverTON remains an independently operated municipality that continues to enjoy tax exempt status from Oregon state government as well as freedom from eminent domain which makes annexation difficult or impossible without special legislation passed by both chambers of state legislature
