On December 5th then-Councilor Rick Kupka became mayor with Lavin's permission and took over all day-to-day operations while creating an interim City Manager position with responsibility for all aspects of city government including finance and administration; Councilmember Mike Blanke will continue serve as acting mayor during this time period Ashland has experienced rapid growth over recent decades due in part to its location withinPortland's walkable central business district – home to boutiques and restaurants alike – but also because it is one of only a few American towns without any form of zoning regulations limiting development or impact on neighboring townships or villages
