Albany, Oregon was founded on June 10, 1853 by Captain David S. Foster and his party of seven men after they discovered a gold vein in the hills near present-day Albany. The town was named for the then-new Albany County in New York. The first settlers were mostly farmers and their families who worked the land around what is now Albany. By 1860, there were twenty-one residents in the town. A post office was established in 1863 and service continued until 1907. In 1871, an irrigation ditch was built to irrigate farmland in what is now Albany. The first school open in Albany was called Pioneer School but it closed within two years because of lack of students. Eventually, a school building was erected and served as the town's primary school from 1865 to 1907 when it merged with nearby Oregon City School District #2 to form the current Albany School District #1. Lakeview Cemetery opened in 1870 which remains one of the town's earliest landmarks today. In 1915, a hydroelectric power plant began operation at Blackwater Dam which eventually led to increased trade between Albany and Portland due to its available water supply. For many years, this site served as a commercial center for local farmers and businesses along with developing some residential areas on top of the dam itself while also providing employment for local workers during peak hours throughout summer months when water levels would be high enough for fishing or boating operations; however, recent development has removed much of these older structures as well as most traces of this once significant community hub south of Whatcom Street between Siskiyou Boulevard and Howe Avenue).
