Albany, Oregon is a small town located in the Rogue River Valley of northeastern Oregon. The population was 707 at the 2010 census. Albany was founded by members of the Methodist church in 1864, and it became a city in 1909. The community is named for General James A. Monroe, who served as military governor of Oregon from 1859 to 1861 and as acting president of the United States from 1860 to 1861. The first people to visit Albany were Native Americans, who likely traveled there for trade purposes or for hunting grounds. They built villages near present-day Albany in what is now the eastern part of town. By 1800, English settlers had arrived in this area, and by 1830 they had established a trading post near what is now downtown Albany. In 1854, General James A. Monroe arrived in Oregon and assumed control of the Northwest Territory; he appointed a group of soldiers to explore new areas in western Oregon and choose one site to establish a permanent settlement as his capital colony on the Rogue River Valley Railroad (RRR). The choice fell on Albany because it offered good land with plenty of water supplies, easy access to transportation facilities, and mild weather conditions that would allow growing crops without frost damage. Monroe's idea was not popular with some residents; they wanted their own village instead of living under General Monroe's rule. He decided against settling his colony at Albany but moved his forces eastward into present-day Polk County so that they could continue fighting against Mexican forces while he developed his plans for empire-building northward across America. However, within two years after arriving at Albany, General Monroe died from an illness contracted while campaigning against Mexican forces outside Mexico City;[1] this left the leadership role vacant for many months until John Cranch assumed command on October 12th 1865.[2] With John Cranch assuming power at Albany, beginning what would become known as "the Old Regime," things began moving quickly forward for the fledgling city: construction started on city hall soon thereafter,[3][4] and citizens voted him into office as Mayor on November 3rd 1865.[5][6][7] In 1868–69 Governor John Knecht recruited Major General George Armstrong Custer from San Francisco to lead an expedition into central California seeking information about gold mines such as Sutter's Mill;[8] when news reached Albany that Custer was heading south instead,[9] Mayor Cranch ordered Congregationalist ministers throughout central Oregon (including those residing in Albany) to gather together any free silver coins they could find and deliver them secretly onto horseback to Colonel Edwin Mears at Siuslaw Pass duringstopover on July 4th 1870,[10][11] which resulted in shipments totaling over $170 million worth total American silver bullion being smuggled out of America during just three days![12][13]: Highlights include: entries by contemporary observers documenting events leading up to July 4th 1870 along Interstate 5 near Siuslaw Pass including observations by scout Phil Kearny describing movement & equipment going down highway Election results: Republican incumbent JAMES A MONROE defeated Democrat EDWIN MEARS 50%-40%
