By 1907 there were 15 houses in Albany with a total population of just seventyfive people. Lack of transportation made it difficult for many farmers to transport their goods long distances so by 1925 there were only three grocery stores and one hardware store left in town. However, during World War II these stores became vital supplies for military units stationed throughout central Oregon because they could not bring food into town directly due to restrictions placed on Army base access at that time. During this time period too many students moved out of Albany into larger towns such as Portland or Eugene which caused downtown business activity to drop off significantly while rural businesses thrived due to increased traffic from people commuting into city centers instead of staying put). This trend would continue until 1994 when City Hall reopened following a $2 million renovation project that included new streetscaping, sidewalks and public restrooms funded entirely by local taxes collected by City Councilmember Donny Youngblood (now Mayor).
