In 1912, Woodward returned to Tulsa and started practicing law with Wm Easley Minton & Co., later renamed Foley, Smith & McAlester LLP. He won acclaim as a lawyer who developed strong client relationships and pushed for reform within the judiciary system in Oklahoma City while also working tirelessly on behalf of citizens through his column "The Opinion Page". In 1933, Woodward was elected governor of Oklahoma after being endorsed by President Franklin D. Roosevelt during his successful re-election campaign against Govs James Mooney and Bill Clinton Puckett
