At first there were few people in this small town because settlers were drawn to nearby Indian Territory for hunting and trading opportunities. However, by 1841 there were more than 100 residents living in Tulsa proper. By 1850Oklahoma Territory had been organized into four counties: Cass County (now Oklahomas), Choctaw County (now Arkansas), Cherokee County (now eastern Oklahoma), and Muskogee County (now western Oklahoma). In 1853 territorial boundaries were redrawn based on land grants given out to settlers; this included Elk River Valley which served as a natural barrier between Muskogee County and Choctaw County. In 1907 Tulsas population reached 3,000 but declined during World War II due to its proximity to Japan; however it increased significantly following victory over Japan at the 1945 atomic bombing campaign which destroyed much of downtown Tokyo. The post-war growth of Tulsas economy led to incorporation as an independent city on December 15th 1959 via charter amendment passed by voters; this made Tulsas seat of government within the newly formed City Council system within Thunder Bay District No 2 Cities & Towns Act 1959 §2(c). On January 1st 1970 Tulsa joined United States Census Bureau Statistical Areas #1–#4 which comprised all major U S urban areas with populations over 200,000 instead of just Thunder Bay District No 2 Cities & Towns Act 1959 §2(c). During its early years as an unincorporated community various names were given to it including pioneer hamlet or country village until 1886 when it was chosen by citizens as the name for their new city center after purchase from Colonel John Denny Godfrey for $100 worth of cattle he had brought back from Texas during his ill-fated attempt to cross the Great Plains via wagon road known then as Old Spanish Trail
