The town was founded in 1886 by J.D. Payne and is named for the Sapulpa Creek which flows through it. The first post office in Sapulpa was established on December 20, 1887. The first school in Sapulpa opened on October 15, 1889 and taught white children until 1912 when they were replaced by Indian schools. In 1916, Sapulpa incorporated as a city and began to offer public education to black students as well as Mexican American and Chinese American students. In 1954, Sapulpa became an independent municipality when it merged with Harper County to form Muskogee County. In 1984, the county was abolished and its assets were divided among several other counties including Tulsa County which then merged with Muskogee County again to create Tulsa Municipality; this left Sapulpa without any governing body or services from any of its constituent counties until 1999 when it regained full city status under new laws passed by the Oklahoma Legislature after residents petitioned for it to be reinstated under that name.
