In 1916, an ordinance was passed to prohibit handguns from being possessed within city limits. This ordinance helped to protect citizens from other criminals who might try to steal firearms from individuals or businesses. From 1916 until 1977, handgun ownership restrictions were placed on residents within city limits by an ordinance voted upon by the City Council. In 1977, after more than four decades of repeal and reinterpretation of ordinances governing handgun possession within the city limits, an amendment was passed allowing residents to own handguns without Restrictions if they met certain qualifications set forth in regulations enacted at that time (See § 21-527). This amendment helped to open up gun protection opportunities for citizens living outside of city limits and has continued to play a role inidity firearm rights issues throughout our history as well as providing critical public safety infrastructure today.

Sapulpa, Oklahoma is a small town located in the heart of the Oklahoma Panhandle. The population was 5,813 at the 2010 census. It is part of the Muskogee County seat and lies just east of Interstate 35 on the right bank of the Arkansas River. The town began as a trading post on an old Indian trail that led from northeast Texas to eastern Kansas. In 1881, Sapulpa was platted by John A. Overstreet and named for his father-in-law, Samuel Purdy. Sapulpa's first store opened in 1883 and its first resident was Wm. Halsey, who had been elected recorder of Muskogee County that year. The store closed in 1889 but reopened in 1895 as a drugstore and remained so until it closed its doors for good in 1903. In 1907, Sapulpa became home to what is now Baylor University's School of Veterinary Medicine after it was established by Drs. James Ewing (1868-1932) and Noble Ladd (1869-1920). The school moved here from Dallas, Texas, in 1909 following a donation by Mrs. Jeptha Ladd (1865-1937), widow of Noble Ladd's brother Troup Cushman Ladd (1851-1925). Today Baylor University operates one wing of its original building—the School Building No 1—and uses another building on university property as its athletic stadium/football field complex known as McLennan Stadium/Henderson Coliseum which has also served as home to numerous other college sports teams including basketball (Oklahoma Sooners), football (Texas Longhorns), baseball (Oklahoma City Cowboys), tennis (University of Tulsa), golf (Baylor Bears) and wrestling (Oklahoma State Cowboys). After World War I ended with Armistice Day on November 11th 1918, much discussion took place amongst American military leaders about how to distribute scarce postwar resources among newly liberated nations accordingly - some people advocated asking Germany for help while others favoured giving money directly to countries like France or Russia rather than waiting for acceptable arrangements to be made with their allies before sending any sort assistance (). One such example would be Sapulpa where many citizens were already struggling economically due to wartime shortages caused by price hikes caused by supply disruptions unique to America's involvement in World War I (). As things stood at war's end many residents decided they would rather see their towns manage their own affairsiola than wait around for something better suited to happen - this sentiment eventually lead to Mayor Harry Swayne forming a committee chaired by himself consisting mostly soldiers stationed nearby at Fort Gibson Army Ammunition Plant (&' Trimble Shoe Co.), which developed plans entitled "A Plan For Rehabilitation And Reconstruction Of Muscogee County". On December 8th 1919 Mayor Swayne submitted his report "Plan For Rehabilitation And Reconstruction Of Muscogee County" which outlined various ways in which the government could assist muscogee county residents suffering from joblessness during wartime; credit union accounts were recommended for those unable or unwillingto take out loans from banks; daycare centers were proposed for infants & young children who had not yet reached high school age; tax assessment hearings were held wherein citizens could voice their concerns about unfair taxation practices being employed by local governments; food stamps should be offered towards groceries instead of cash payments since goods bought with money may have been confiscated during wartime (); work programs such as skill training or agricultural production would provide employment opportunities outside the normal business cycle while educational opportunities would be offered through community colleges thereby providing individuals within Muscogee County with alternatives beyond traditional Fourteenth Amendment public education routes (). Overall though Mayor Swayne's plan faced resistance both within and outsideof Sapulpa due largelyto lack thereof evidence demonstrating whether or not such measures actually improved economic conditions amongst area residents (). During World War II service members returning home needed housing just like everyone else did (), so President Franklin D Roosevelt created the National Housing Act OF 1942 () which allowed federal agencies like HUD () direct control over rental housing developments called slum clearance operations (). These projects were designed primarily towards bringing order outOf neighborhoods plagued with poverty (), low crime rates (), dilapidated buildings & vacant lots ()); however they also frequently resulted in racist violence between civilians & military personnel because these facilities typically housed black servicemen (&' African Americans)comparedto white servicemen (&' whites) living near military installations & naval bases (). Even though most slum clearance operations ceased after 1945(), racial tension still lingered throughout much postwar Americadue chieflyto continuing discrimination against certain groupslivingoutsideofAmérica (); nevertheless HUD persisted In developing regulations related thereto through successive reauthorizations startingIn 1971 called ""Modernizing Financial Regulations concerning Slumsclearance Operations"" although few policy changes ever materialized/were enacted owing mainlyto opposition from powerful lobbies .)
