It is the most populous city in Comanche County and one of its largest cities by land area. The first permanent settlers in Ponca City were Indians who arrived there in 1867 from Kansas Territory as part of a wagon train led by General George Armstrong Custer. The town was founded on November 1, 1870 by John Wigham and James Aultman. At that time it consisted only of three buildings: an old store building and two log homes. In 1871–72, local citizens built a school and blacksmith shop on what is now Main Street; these structures remain standing to this day. In 1875, during Indian Territory's creation when Oklahoma became a state, Ponca City became part of Cherokee County which included all present-day Comanche County except for Pawnee National Grassland which was within Wichita County boundary until 1907 when it was transferred to Haskell County pursuant to an Act of Congress passed March 3, 1907 In 1905, due to increased oil production in eastern Oklahoma from Blackwell Oil Field (now Noble Energy), the federal government designated Cherokee and Wichita Counties as areas suitable for oil exploration; accordingly both counties were transferred to Haskell County on October 15th that year with effect from January 1st following In 1925 ground was broken for what would become Ponca City Hall; construction began in 1929 and completed four years later at a cost $5 million dollars ($ today). The hall served as the county courthouse until 1957 when it was moved to its current location south of town on State Highway 906 after being condemned as not being able to meet code requirements. The building has been used as office space for various governmental entities including: Town Council/School Board; sheriff’s department; county court; water utility/fire protection services since its inception In 1969–70 renovation project resulted in new library which opened September 26th 1970 featuring exhibits about American history and culture including items related to settlement at Oklahoman River Valley (now Chickasha) On December 4th 1978 robbers broke into storage units located along West Main Street & Sherman Avenue causing $2 million worth personal property loss Chad Hennessee plead guilty October 16th 2016 after robbing several businesses across Tulsa OK over several months starting late summer 2015
