Additionally, states were given power To create their own Concealed Pistol Licenses program Which allowed individuals with permits to carry pistols without having any criminal record(Chambers v US). These laws helped reduce firearm deaths by 50% between 1978-1983 according to government data(Lopez-Sanchez et al.). However, following tragedies like Columbine High School Massacre in 1999and Aurora Colorado Shooting in 2012–2013 these controls started becoming less effective due to increasing access to weapons by criminals and other violent offenders(Chambers et al.). In 2014 there was another shooting at an elementary school in Parkland Florida that left 17 people dead; this event raised awareness once again about gun violence throughout America and led legislators into talks about new regulations surrounding firearms including universal background Checks for all firearm purchasers regardless of age or mental health issues(Lopez-Sanchez et al.). In December 2018 there appeared again mass shooting with 20 children killed at Marjory Stoneman Douglas High School in Parkland Florida; this event has reignited calls for stricter gun control measures across America once again(Keller).

When Oklahoma became a state in 1907, it was located along the Texas border. The area that is now Norman was part of Indian Territory at the time. In 1907, the territorial legislature voted to name the town after General Leonard Wood, who had fought in the Mexican-American War and had been awarded a Medal of Honor for his bravery. The city proper of Norman started to form in the early 1920s when developers began to come into the area and start building homes. The population grew rapidly during this time and by 1940, there were over 1,000 residents living in downtown Norman. By 1951, however, growth had stopped and only about 100 people lived in downtown Norman then as well as about 350 people scattered throughout other parts of the city. In 1962, Mayor Jerald Hickey approved plans for what would become OU's first campus. The cost of creating and funding the school was high but withstood many challenges due to its location on a tract that also housed numerous businesses and military barracks at the time.
