The growth of concern over potential sources of environmental pollution led to development around downtown Mustang in the early 1970s; this included replacement or renovation of many older buildings dating back to 1907 with new construction that helped make downtown one of the most vibrant locales in western Oklahoma. In 2000, gasoline prices reached their highest levels since 1996 due to production restrictions placed upon American manufacturers by OPEC; however, economic conditions have since improved so that retail sales are up 3 percent annually while gas prices have remained consistent at $3 per gallon or less across much of America outside major metropolitan areas. One significant event during Mustang's history was when Oral Roberts University began play football there in 1921 before moving permanently to Tulsa Stadium four years later; prior to that time OU played its games at various locations including Garnet Gymnasium on Washburn Avenue near Woodward Street). In 2003 The University announced plans to build Enoch Pratt National Library inside Interlocking Campus District containing more than 35 million items covering every subject under natural sciences and mathematics including books stored off-campus since 1836!
