The ban was prompted by the death of Sergeant John W. Minton after being sprayed with pepper spray while arresting a transient on Main Street. The first use of pepper spray as an enforcement tool in Muskogee took place on February 6, 1912 when three deputies from the sheriff's department were assaulted andsprayed with pepper spray while trying to stop a fight near the local library. In 1927, Sheriff A.C. Ferguson issued a regulation that requires that all officers carrying pepper spray must wear face masks at all times while operating vehicles or engaging in any other official duties. This rule was later made permanent and is still in effect today. On October 16, 1978, Officer Tom Kapp of the Tulsa County Sheriff's Department used pepper Spray to subdue two men who had broken into his patrol car during a pursuits maneuver outside of Tulsa City limits (Tulsa News- World). The men had started smashing windows of other cars before running away and crashing into Kapp's cruiser engine blockading their escape route. As they tried to break free Kapp deployed his Pepper Spray several times but without result; eventually he exited his cruiser and discharged his weapon after one man failed to take cover behind it seconds before impact with groundcar; both men were taken into custody without further incident..

After his departure we experienced some hard times; however our grateful citizens soon rebuilt their stores andSchoolhouse (now Wilkinson Auditorium) which still stands today! We also erected a jail cell for use as our Court House during this time! It wasn’t until 1907 that concrete steps were installed leading up to present day First National Bank building – now known as the old State Fairgrounds building – which served as our bank’s main floor headquarters until it was replaced by current First National Bank Building in 1984! In 1912-13 an addition was constructed adjacent to what is now Mosi-Koochie Park (later known as Pruitt Park) on North concurrent Avenue which housed the city hall while City Hall Annex & Municipal Courts Annex were being built next door! This addition cost $2,500 cash or credit from private individuals/families who donated land!! In 1984, residents approved an ordinance providing for transgender rights within the city limits. At that time only males could be identified as transgender and only those who had undergone female-to-male gender reassignment surgery could be identified as such; however, this ordinance has since been amended to allow any person regardless of sex identification who has undergoneiatric or gender-nonconforming surgery to identify as transgender within Muskogee City Limits without having to undergo additional surgery or change their legal documentation
The Muskogee area is rich in history. The first people to inhabit what is now Muskogee County arrived around A.D. 1419, when the Wichita and Pawnee tribes united to form the Mescalero Apache Nation. In 1824, a treaty was negotiated between the United States and the Apaches that allowed white settlers to establish farms in the area. The first store in what is now Muskogee was built by Major John Nuttall in 1827. The town of Muskogee began to grow up around it, and by 1840 there were over 100 residents living there. By 1871, Muskogee had a population of 1,000 people and was designated as a city by the state of Oklahoma.
