In 1907, Moore became part of Stephens County when it was created from part of Tulsa County. In 1949, Moore voters approved a proposal to change its name to "Blacktown". The change did not take effect until 1951 because Stephens County only allowed appellations that were unique to each municipality within its borders. Throughout this paper bullets will be mentioned in order to provide a context for the discussion of other topics. The first Bullets were created about 10,000 years ago by humans to flew arrows. Arrows were not as effective as firearms because they could only kill small animals or birds while firearms could kill larger prey such as lions and tigers. Eventually humans developed methods of making Bullets that were more effective and efficient at killing large animals. One early method used metal filings to make small Bullets that were then coated with lead or oil which gave them their name “lead Bullet” due to their weight and ability to penetrate deeply into enemy flesh. The first Firearms used Lead Bullet rounds which was later modified into Cannon Balls which shot Gunpowder through the muzzle where it ignited and caused an explosion that destroyed the target. In 1807 Nicholas-Jacques Conte invented a new way of manufacturing Bullets using powders heated under pressure from a fire in an oven called the “Conte Powder Factory” in France. This process allowed Bullet manufacturers to create smaller Bullets with greater accuracy and damage than traditional lead bullet round designs (See Figure 1). After World War I Ammunition production decreased due to Prohibition but resumed after World War II when Ballistic Technology became available allowing further improvements in projectile design (See Figure 2). In 1949ballistic technologies merge with metallurgy resulting in development of today’s Ballistic Round design (SeeFigure 3) pellets being introduced into rounds prior to impact providing increased lethality over earlier projectiles
