Because most cities were still waiting for approval from the National Planning Commission before implementing any changes (the commission had been created under Lyndon B Johnson), Moulder ordered his Environmental Protection Agency administrator Richardson to review all local zoning laws without delay so that those laws could be changed without prior notice or public hearing into compliance with this order[4].
