When the Lawton, Oklahoma City metropolitan area was founded in 1907, it had a population of only 4,000 people. This block was transferred from McAlester’s jurisdiction when the municipality became independent on May 1, 1957. The new service district also contained two incorporated villages- Holland and Sayre- which were added following an act passed by the Oklahoma State Legislature on December 21, 1956. These villages were part of an overall consolidation plan that aimed to reduce duplication among Oklahomans’ municipal governments. The original purpose of these villages was decorative but they soon proved useful as community centers where citizens could gather to discuss issues or get advice from their elected officials about important matters. In 1969, Tulsa County absorbed Lawton into its boundaries making it an integral part of that county as well as Tulsa proper. As another result of this annexation, Lawton lost its status as a borough and became simply a census-designated place (CDP). With such changes came increased responsibilities for local government including enlarged budgets and increased efforts to improve efficiency through increased office space and equipment purchases.
