Donnellan sponsored a bill providing for the regulation of firearms within the city limits. The ordinance made it illegal to possess any airgun without a license from City Hall. In 1933, Air Pistol Association of America (APA) was created as an umbrella organization for all types of airgunsUsers withinLawton County went on to form their own individual Associations:the Western Gun Club (WGC),the Tulsa Rifle Club (TRC),and finally,the Lawton Airgun Association (LAA). Each Association had its own set of regulations and rules governing how firearms could be used within their jurisdiction. In 1934, APA passed its first Constitution which outlined membership requirements and stated that “no person shall use or carry any pistol or revolver except with accurate aim at a target which he has hit with his bare hand” In 1936, Laws were enacted creating municipal gun ordinances throughout Lawton County These ordinances regulated firearm ownership and use by municipalities within their jurisdictional boundaries

In 1920, when Oklahoma became a state, Lawton became its first county seat. The following year saw another boom in industry with construction of local schools and businesses followed by advances in transportation including completion of First Interstate Highway No. 24 through neighboring Tulsa in 1926 which made Lawtons access to major markets much easier. In recent years, however, there has been significant decline in economic activity due to increased competition from other towns within greater Tulsa area; as well as declines in agricultural production statewide which have led to loss of jobs throughout the community since 2000. Lawton was founded in 1881 by James Lawton and wife Sarah. The town was named after General Jesse Hill, who fought in the Mexican-American War. The first post office was established in 1882, and the first store opened in 1886. In 1903, Lawton became a city.
