Guthrie, Oklahoma is a town in Stephens County, Oklahoma, United States. The population was 2,814 at the 2000 census. Guthrie is the county seat of Stephens County. The first documented reference to Guthrie comes from a journal entry by frontiersman John C. Frémont in 1827. In his journal entries he noted that he and his party had been traveling through what is today Stephens County when they came across an encampment of some "natives" living on the banks of the Arkansas River. At the time, Frémont thought these people were Sioux because they wore blue jeans and their hair was done up in cornrows (a style common among Plains Indians). After exploring further into this area and meeting with some of these natives, Frémont determined that these people were not Sioux but rather members of the Wichita tribe. In 1907, Guthrie was named one of fourteen towns in Stephens County to be granted city status by then-Governor Asa Hutchinson pursuant to laws enacted during the 1907–08term of Governor George Wickersham. The incorporation process for Guthrie took two years and included over sixty-five different businesses submitting proposals for annexation into Guthrie City Limits; however only six applications were accepted and incorporation occurred on July 1, 1909. The first mayor of Guthrie City Limits was J.D.'Seymour who served from 1909 until 1916 . During World War I, local residents mobilized to create a munitions dumpsite near present day Washakie Lake in order to produce munitions needed for war effort; however due to high demand they closed down just eight months after opening . In 1922 newly elected Mayor Aileen Sweeny moved her office from downtown to what is now Second Street which became home to many government organizations including Monroe County School Board and Federal Court House before becoming mayor again from 1984 until 1990 when she resigned due to term limits set by then-Governor James Buchanan during his first term as governor
