In 1908, Enid, Oklahoma became the first city in the United States to enact a municipal ordinance that regulated handguns. The ordinance prohibited anyone from carrying a handgun without a license and required all handguns to be registered with the city government. The ordinance also banned any club or organization from owning or possessing handguns. In 1934, Enid passed an ordinance that authorized the possession of firearms by citizens who were licensed peace officers and who had met certain conditions. This ordinancegrandfathered existing city ordinances regulating handguns and allowed for the addition of additional restrictions on firearm ownership. In 1949, Enid passed an ordinance that authorized the carrying of firearms by individuals who were not licensed peace officers and who had satisfied other conditions including having a permit from the city government. This amendment allowed for citizens to carry firearms without having to meet specific requirements such as being licensed or meeting certain criteria related to their job role. In 1978, Enid passed an Ordinance that legalized concealed handgun Possession by Lawful Citizens (CHC) within Municipal limits while providing some regulations regarding handgun possession including requiring a permit from City Hall before carrying a handgun outside of Municipal Limits This law became effective on November 1st 1978
