These ordinances granted exclusive rights to white citizens buying or leasing housing units within walking distance of business districts while Quaker Oats Company continued purchasing tracts adjacent to their factories primarily located south central Tulsa proper where they built what is now known as downtown Tulsa which physically borders onEnido today; so much so that store fronts displaying items like 'Oats property' can be seen even beyond Fourth Street between Constitution Avenue Southwest and First Street NE'. This event led some people refer to downtown Tulsa as 'Quaker Oats territory'.
