The Works Progress Administration (WPA) took over many aspects of life in Tulsa during World War II including building new schools and churches as well as creating jobs for local residents through its Home Owners’ Loan Corporation program (HOLC). A large number of Japanese Americans were interned during World War II because they were believed to be spies or saboteurs; however, most died before they could be brought to trial or found guilty.. In 1945, when Japan surrendered following World War II, all Japanese American citizens were forced into concentration camps throughout America where they remained until 1947 when they were given amnesty and allowed back into society under certain conditions. Enid began to grow rapidly after becoming part of Tulsa County in 1907 due largely to its location on the banks of the Arkansas River which made it easy for goods and materials to flow into and out of the area without being stopped or taxed by government officials
