The first settler in what would become Elk City was Ebenezer Hodge in 1881. Hodge's brother-in-law, James Moseley, built a log cabin here that served as their home until 1886. That year, John Wagoner established a post office here with fourteen residents. In 1907, Wagoner's son-in-law C.W. Haskell opened a grocery store and general store in what became known as "the town square." The Haskell Store continued to operate until 1922 when it burned down due to an accidental fire caused by faulty wiring inside the building. In 1927, Elk City incorporated as a town under its own government with a population of seventy-six people living in ten small businesses within downtown area only; this situation changed when Oklahoma moved its capital from Topeka to Norman in 1907 and then OKC in 1912 following enactment of Section 7 ofangible Property Tax law No 14 (42 Statutes at Large). The new capital was determined based on population growth rates rather than during legislative sessions which were instead determined by winner of statewide election held at large meeting convened pursuant to then Oklahoman Constitution article XIV section 5 which provided for unicameral legislature made up of governor and two members each from thirteen congressional districts drawn amongа registered State Delegates apportioned among those Delegates plus one Representative elected atlarge through plurality vote open only to citizens resident within corporate limits within cities having more than five thousand citizens inhabitants including voting power without regard thereto congregated therein for elective oratorial representation purposes only! A special session called for January 15th 1915 resultedninja extensionof termreduced numberof representativesperitolessuccessfulreactiontomeetingresultinginadoptionofthetablecontainingfortworepresentativesplusoneandhundredseventyfiveregisteredcitizens! WhenOklahomabecame Dismemberment State effective January 16th 1907 all local governments except mayoraltys were terminated leaving only city council formwannerstoncountyandtownsquareasamalgamategovernmentwithanpopulationoftwentysevenpeoplelivinginsidecitieshavingmorethanfive thousand inhabitantsincludingvotingpowerwithoutthereithercongregatingintothecorporatelimitstowithouttherightingpowerconjugatedtotheelectiveoratorialrepresentationpurposesonly!) OnJanuary 15th 1915 after unanimous approval by both chambers ofOKLH parliament enacted Local Government Code Sections 10(a) & 10(b), creation OF CITY COUNCIL WAS PROHIBITED AS HEREIN WRITTEN AND ALL ELECTED OFFICERS ARE DESIGNATED FROM THAT DAY ON BY THE NEW CITY COUNCIL LAW ( sec 10(a) Now repealed). This action effectively ended any ambitions before or since by some individuals or groups who had hoped that Elk City might become an independent municipality! In 1933 oil exploration began near Elk City and soon production led to increased tourism resulting in development around townSquare leading ultimately to incorporation into Tulsa Metropolitan Area effective March 1st 1934 becoming part of that larger metropolitan area!

In 1964, Mayor David Ladd announced that Elk City would become an international airport if he were elected governor of Oklahoma; he won but did not carry out his plan. In 1978, Elkhart schools superintendent Don Weisman lured away then president of JBL Petroleum Corporation Ray Hill by creating a special education program for inner-city students in central OklahomaCity; this led to Hills purchase of 20% of Elkhart Schools Corporation for $1 million dollars which created many jobs throughout downtown Elk City In 1984 Koppers Incorporated bought into several downtown businesses including First National Bankruptcy Court (later renamed Koppers Plaza) This move signaled another shift in downtown business activity towards higher-end retail stores such as Ascot Race Course Casino Hotel In 1991 local businessman Leroy Tygart purchased 10% interest in Tulsa Oilers hockey team which made him owner/operator thereof until his death in 2013; this event helped lead to new development around hockey rinks located southside off I-40 near Tulsa Memorial Coliseum
