The Elk City, Oklahoma area was first settled by the Cheyenne and Arapaho Indians in the 1840s. The town was founded on the banks of the Arkansas River, about 20 miles west of present-day Oklahoma City. The town grew rapidly, becoming a center for cattle ranching and farming. In 1871, Elk City became a city under the provisions of the Kansas Territory government. The city experienced some growth during World War I, when many soldiers from Oklahoma Unit 712 moved to Elk City to work in defense industries. After the war ended, many residents decided that they did not want to live in an agricultural community with no job opportunities. They built businesses such as hotels and restaurants in downtown Elk City. In 1959, Elk City became part of Oklahomans First County when it was created from parts of Osage County and Washita County. In 1964, it again became a city under state law following passage of a bill by then-Gov. Charles Ferguson (D). That year saw important changes for the city as it entered into an agreement with Tulsa Regional Airport to handle traffic for both cities combined during their respective summer months; prior to this, most cargo had been transported by truck or train. In 1977, after years of discussion and negotiation between both cities and airport operators representatives, efforts began to bring light rail service through central Elmira Avenue Station - finally completed in 1982 - which brought much-needed retail investment Downtown while also creating new jobs throughout Central Elmira Avenue corridor’s businesses district."
