The first law regulating firearms in Elk City was passed by the Territorial Legislature on July 1, 1892. The law regulated handgun sales and possession within city limits and prohibited carrying handguns without a license from county sheriff’s office. In 1911, local ordinance No. 11 became effective that banned all handguns except those registered with the police department and those possessed by citizens who had a permit from their municipality or town hall. On November 3, 1911, George Hennessey patented an air-cooled revolver which would become known as the Hennessey Model 593A1 Rifle. This revolver was designed specifically for use in cowboy culture and was initially made available only to members of the military at Fort Sill Army Ammunition Plant outside of Tulsa. On October 10, 1912, territorial bill No. 4 became effective which legalized concealed carry of handguns within city limits and limited magazine capacity to five rounds per pistol while increasing caliber to .380 ACP from .25 ACP. Ammunition dealers were required to report any changes in ownership or caliber of pistols carried into city limits by December 31st each year. In 1935,city ordinance No 2 became effective which established restrictions on handgun ownership including requiring an application for a license before purchase and prohibits carrying handguns without a license from any place other than an armory or store where ammunition could be bought or sold

In 1907, Elk City became part of Tulsa County and changed its name again to Elk City on October 1, 1907. The city's first mayor was J P Hennessey and its first police officer was John Daugherty. In 1959, it merged with Clinton Township to form Clinton-Elk City School District No 7(). Elk City is an unincorporated community in eastern Haskell County, Oklahoma, United States. The population was 1,032 at the 2000 census. It is located on the Elk River. The first documented mention of Elk City was in 1872 when a group of white men drove cattle from Canadian Creek to Fort Worth and then to Haskell County for sale. In 1881, the post office was established at Elk City by order of Governor James G. Haskell. There were only six residents in 1901 when a sawmill and grist mill were built there; these mills remain in operation today as part of the NW Arkansas Electric Cooperative Company. In 1907, the first school building (now a museum) was erected in Elk City. At that time, it was considered one of the most isolated small towns in America because it sat on top of a hill surrounded by prairies with no water available except for a few creeks which could be crossed if you had horses and wagons that could push boats across them. The town experienced some growth during World War II when many farmers turned to agriculture due to increased military production around the country. However, after the war ended and energy prices went up, many people left Elk City for other cities or states such as Wichita Falls or Tulsa due to difficult economic times there. As recently as 1980s much still remained unchanged about life here including its lack of electricity - even banks did not have service until recently!
