At that time, Stephens County was created from portions of Haskell County and Delaware County. By 1912, when Oklahoma became an state, Elk City had reached its peak population with 809 residents; however, by 1919 it had shrunk to just 177 people due to wartime relocation (most of these were displaced during World War II). Elk City experienced another growth spurt during the 1960s – 1970s when it became home to many students attending local universities such as Tulsa University and Oklahoma State University; also starting up here were several major businesses including American Eagle Outfitters (now JCPenney), Mastercard Checkers (later Visa), Wacoal Inc., Bob Evans Restaurants (now Carl's Jr.),[2] First Baptist Church,[3][4] Asiana Airlines Corporation,[5][6][7][8]and most notably—the now-defunct Blue Ribbon restaurant chain which operated more than 100 restaurants across central Oklahoma.[9][10] Elk City continued its rapid growth into the 2000s thanks largely to several new employers: Verizon Wireless,[11], Ford Motor Company,[12], Shell Oil Company,[13], KOCHE Broadcasting Company,[14],[15],[16]), monster truck rallies held annually at nearby Comanche Park[17],[18]; as well as numerous residential subdivisions being developed near both downtown and Interstate 44/Upper Arkansas Road corridor where much job training occurred for those newly hired or seeking employment opportunities in this growing town outside Wichita Falls TX.; finally culminating with significant redevelopment plans taking place throughout downtown following an economic recession in 2008–2009 known locally as "The Great Recession".[19] Despite fluctuations since then there have been overall positive developments particularly with regard Elkhart Schools' successful bid for federal dollars through US Departmentof Education Race-Based Targeted Assistance program managed by Assistant Superintendent Jermaine Cunningham; creating jobs within school districts adjacent to Elkhart Municipal Airport making possible increased commercial activity around airport propertyThanks also go out to Mayor Alvin Hawkins for his leadership & dedication throughout all these years

Elk City was founded in 1867 by a group of settlers from Iowa. The city was named for the elk, which were then the most common wild animal in the area. Elk City became a major stop on the Underground Railroad because many of its residents were fleeing slavery and poverty in Missouri.
