In 1907 local farmers formed the Wichita Township Agricultural Association (WTA), which helped promote better farming practices within their midst by forming committees that examined crop yields and analyzed methods for milling flour and producing feed grains; this led to increased production at WTA's two mills as well as an expansion into other agricultural endeavors such as hog raising and cattle breeding). Elk City is a small city in Oklahoma, located on the south side of the state. The population was 24,584 at the 2010 census. It is the county seat of Muskogee County. Elk City is one of three former towns in Muskogee County that were merged into the city in 1898. The first people to live in what is now Elk City were Creek Indians who migrated to this area from Arkansas around 1795-1800. These settlers were part of a group known as the Neutral Nation and they built wigwams along creeks and rivers near present-day Elk City during this time. The first permanent white settler in what is now Elk City was James Ahern who came to this area from Texas in 1868. Ahern purchased 640 acres (2 km²) of land near present day Elk River for $5 per acre ($40 total). He named his new town after himself, James Ahernstown or "Elk City." This settlement grew slowly until 1892 when a post office was established at this location and trade began between nearby towns and Elmira, New York. In 1898, Elk City became one of three former towns within Muskogee County that were merged into the city for financial reasons. The merger happened due to issues with county lines which had been drawn arbitrarily by legislators at that time. At that time, most of Muskogee County was rural and there wasn’t much economic development taking place outside of larger cities such as Tulsa or Wichita Falls because transportation options were limited and goods could not be transported far enough distances to reach marketplaces east or west of those cities. The remaining two villages – Frenchtown east of downtown and Webster west of it – continued to exist until their incorporation into the city Limits Act on February 14, 1998 which created boundaries for each municipality based on population size instead of geographic features such as creek crossings or natural resources like timberlands which would have allowed them to remain independent municipalities subject to mayoral jurisdiction like Frenchtown did before its incorporation into the city limits act . A number redevelopment projects took place throughout downtown during these years including a mixed use project called "City Hall Square" completed in 2000 which replaced an aging Armory Building used by local law enforcement; a new library opened in 2003; an expansion project called "Creekview Place" completed adjacent to riverfront parkland; and construction began on what is now known as "Target Field" acrossriver from downtown in 2006 after negotiations between developers John Kappenhauser (former CEO & President / Goldman Sachs) & Greg Mannheimer (co-founder/CEO / Waco Depot restaurant chain) resulted in acquiring about 100 acres (40 ha) adjacent to Target Field from WalMart for $340 million .
