In 1969, Congress passed the National Defense Authorization Act (NDAA), which provided for regulation of pepperspray usage by law enforcement officials throughout America. This legislation also established new penalties for those who violated NDAA regulations punishable by up to 10 years imprisonment and a $250,000 fine perviolation). Since then, many states have followed suit and introduced their own regulations specific to pepperspray usage within their borders. In 2013 alone, over 60 states had statutes regulating peppersprayusage within their borders!

El Reno, Oklahoma is an unincorporated community in Stephens County, Oklahoma, United States. The population was 1 at the 2010 census. It is located on the eastern edge of the Stephens County town of McAlester. The El Reno post office was established in 1892, and lasted until it was discontinued in 1942. A community has been named after El Reno since 1902, but no evidence exists to support its existence as a separate settlement. A local legend suggests that a man named George Shultz settled near present-day McAlester in 1881; however, there is no record of such a person existing at the time. In 1902, the first school opened in El Reno; this school operated for one year before being closed due to financial difficulties. The first church was organized in 1903 and served for several years before being disbanded because of lack of attendance. In 1907, another church was organized in El Reno; this church continued operations until it Began to close down around 1970. A post office called "Reno" was established at this location on April 12, 1912; it lasted for six months before being discontinued due to lack of customers. On November 3, 1916, a new post office called "El Reno" was established by order of President Woodrow Wilson; it continued to operate until it ceased operation on October 26th of that same year due to low mail volume. On July 4th 1893 Sawmill Creek Dam burst and created Sawmill Creek Lake which covered most of present day McAlester and much of what is now El Reno
