The City Council made this change due to popular opinion at that time among residents that "the other side" referred more generally to Kansas than Oklahoma Territory;[4][5] thus each community along both banks of Little Arkansas River were given their own nameakes for about two years before Settlers arrived from Kansas proper to form what is now known as Tulsa County effectively giving rise to Tulsa proper as well (although land grants originally went out only to Fort Gibson). However there was no corresponding rename for El Reno until 1907 when it became part of Owasso County according to then territorial boundaries set forth by President Grover Cleveland during Indian removal proceedings authorized pursuant thereto under US Constitution Article 10(1).[6] When Owasso County was created graveyard status Ashtabula County had already been established so all corpses interred there prior would become county property subject only upon death or sale provided they survived six months following burial - same rule applied today although most burials are now done privately outside any county jurisdiction
