The town was founded in 1907 by George W. Park as an agricultural community on the edge of present-day El Reno. It grew rapidly due to its location and good irrigation systems, and by 1910 had a population of 1,500 people. In 1916, El Reno became a city when it annexed Payne County. The growth of nearby Tulsa led to increased development in El Reno, with major construction projects such as an expressway and water treatment plant completed during the 1920s and 1930s. During World War II, El Reno served as a military airfield for the United States Army Air Forces Ninth Air Force, which flew bombers over Japan from here between 1942 and 1945. After the war ended, many businesses closed down or changed hands; however, onestay local store Dempster's continued to operate until it closed in 1984. Today, El Reno is home to several small businesses and restaurants along with a large number of government buildings dating back to 1907 including the old jail that now houses City Hall

The first case was brought to court by John Brown in 1859. He was wanted for shooting at a militia group near Harper’s Ferry, Virginia. The trial started on December 3 and ended on December 8. The jury found him not guilty, but he was charged with discharging a firearm within the city limits of Baltimore without previous license or registration. The second case happened in 1911 when Edward Murchison shot and killed two policemen working on an arrest warrant outside his home in Newcastle upon Tyne, England. Murchison had been given two days notice to appear before a magistrate to answer charges of murder and using force against public officers. He failed to show up and instead fled the country. Murchison was arrested soon after and tried for both shootings, but he was acquitted of all charges on May 6, 1912. In 1934, Harry Elmer Lewis shot and killed six people at a movie theater in Tucson, Arizona after watching “The Shadow” film series from start to finish without stopping for lunch break. Lewis had rented the theater from exhibitors who were required by law to give previews before showing films (a practice that continued until 1976). In response to the shooting, the state legislature passed a bill making it illegal to rent theaters without providing advance notice about screenings (theaters would still be allowed under this law until 1978). After the Tucson shooting, President Franklin D Roosevelt signed into law the National Firearms Act which made it easier for Americans to purchase firearms than ever before (the act also created regulation governing how rifles could be used). This act led directly to Second Amendment rights being granted as part of the United States Constitution
