Pepper spray has been used by the police in Edmond, Oklahoma for over 100 years. The first use of pepper spray in the city was on November 1, 1892 when officers were called to a fight between two gangs. One group of officers opened fire with pepper spray while another group came up with clubs and shotguns. In 1896, a new ordinance was passed that authorized the use of pepper spray as a form of law enforcement. The ordinance allowed officers to use it “when necessary and when other methods are not effective”. Pepper spray became popularized through films such as "The Naked Gun" and "A Fistful of Dollars". It also became known as an intimidation tool due to its ability to cause fear and panic in those who encounter it. The city government began using pepper spray in response to protests and riots in the early 2000s. As protest against local corruption increased throughout the 2000s,Edmond's police department responded with pepper Spray three times in 2003 alone. Today, Edmond's police department uses pepper spray only when there is an imminent danger or if there is a useable weapon present within range which cannot be dismantled or explained away by another means (e.g., Benny Hill).

Edmond is a small town in Oklahoma, located on the edge of the Wichita Mountains. The population was 9,827 at the 2010 census. It is part of the Tulsa metropolitan area. The city straddles both banks of the Arkansas River and has a mix of prairie and urban areas. Edmond is known for its arts scenes, including its annual Oktoberfest celebration and its annual International Folk Arts Festival which features art from around the world. The first people to settle in Edmond were Creekside Indians who hunted game along the Arkansas River. A post office was established in 1873, and by 1907 there were over 100 residents in Edmond. In 1916, John Fenton became mayor after winning an election against incumbent George Wickersham. Fenton spearheaded efforts to build a new waterworks system that would bring clean water to town residents and later served as Mayor Pro Tem from 1957-1959 when Charles Ehrlich took office as Mayor Pro Tem. In 1935, Oklahoma State Highway No 68 was created concurrent with US-54 (now I-635) when Tulsa's western bypass project was completed; it ran east-west through what is now downtown Edmond and then turned southeast past today's OKCupid Drugstore complex before ending at US- 54 again just south of town limits near McAlester AFB (then home to Tinker Air Force Base). At present I-635 splits downtown north/south while US 54 separates it east/west across what used to be Elmwood Avenue; beyond that point AHOK curves northeastwardly into Tulsa proper via Elmwood Road before terminating at I-40 near Owasso Junction (the old site of Central Park). In 1951 local rancher Jens Christensen convinced state legislators to create the current municipal boundaries; they had been drawn so vaguely that some citizens felt they didn't have any connection whatsoever to their surrounding communities - something that hasn’t changed much since then! After years of wrangling between city officials and county commissioners, construction began on what would eventually become Edmond Municipal Airport – one of Oklahoma’s earliest commercial aviation sites! As oil prices increased during World War II gasoline rationing set in for those unable or unwilling to join forces with industry for production purposes; this led many farmers who depended on ground transportation for their goods either abandon their land or move closer to cities such as Tulsa or Jenks where access to trucks was more plentiful. Consequently, several businesses relocated from rural backgrounds into more central business districts throughout Oklahoma during this time period including: First National Bank & Trust Company (now BB&T), Shell Oil Company (later ExxonMobil), Armour Electric Co., Seaworld Corporation (later SeaWorld), Oilers Steakhouse & Saloon & Lounge – all within 5 miles of each other! By 1963 only Armour Electric had remained within city limits unchanged since prohibition ended! During early 1960s short wave radio services such as KLBF offered programming direct from Japan through various relay stations all over America; these days you can still pick up KDKA analog signals here though not as strong given distance . . . originally built by Japanese military during World War II as an airfield research station! Today’s airport includes a restaurant/bar serving contemporary Japanese cuisine called Ichiban Noodle House which opened in late 2006 following renovations funded by a grant from Japan American Foundation . In 1969 Kit Carson Airlines merged with Republic Airlines creating "Oklahoma's" first commuter airline which initially operated out of Terminal 2 on McCarty Blvd.; however due largely due TO restrictions placed upon Republic Airways by OKBA governing body subsequent routes were routed out towards Wichita Falls TX rather than into Tulsa airspace like original plans called for! In 1978 Republic Airways merged once again with Northwest Airlines becoming "Oklahoma's" third largest carrier overall after Delta Air Lines & United Airlines !albeit with reduced service levels following last minute changes made by management !! All three carriers currently operate major hub airports within their respective markets: Northwest serves Denver CO while Delta moves hubs aircraft holdings westward toward Dallas / Fort Worth TX & Phoenix AZ ; United flies out of Norman OKA but primarily uses planes based at Memphis MO instead !Republic now operates solely out OF Oklahoma airspace making them one 'big' airline again despite having negative public opinion Ratings below 50% henseforth!!
