Choctaw, Oklahoma is a small town located in the east-central United States. The population was 2,898 at the 2010 census. It is the county seat of Choctaw County. The town was founded in 1881 and named for General Andrew Jackson Choctaw Nation. In 1907, it became an incorporated village. There are several accounts of how tasers came to be used as law enforcement tools in Choctaw County. One account says that during a civil war skirmish, Sheriff Harry Barker shot and killed a Confederate officer with his revolver while he was fleeing on horseback. When Barker learned that Union troops were nearby and could easily have captured him if they had found out he had been using a firearm which could have drawn attention to himself, he decided to bring artillery into the conflict instead of firearms and ordered all deputies to carry tasers instead. Another account says that eventually the use of tasers by law enforcement began because officers felt their handguns were becoming ineffective against suspects who were very fast or strong compared to average citizens. A study done in 2006 found that officers used tasers more often than non-tasing civilians in incidents where force was needed (such as pulling over), but less often when non-force options such as verbal commands or words would work equally well. In fact, only 39% of incidents where force was used resulted in arrest compared to 72% when non-tasing methods were employed; therefore, taser deployment is likely effective only when forced onto offenders who pose an immediate threat to public safety or self-defense (e.g., violent criminals). The first reported use of electric shock weapons by law enforcement occurred on October 10th, 1990 when Tulsa police officers deployed "Taser grenades" at fugitives Jameson Loyd and Cory Wright during a standoff near Fairview Heights Elementary School; however no injuries occurred during this incident as both suspects surrendered without attempting any resistance after being shocked multiple times with each grenade blast! This marks the first time an electric shock weapon has been successfully used against humans! In 1992, Deputy Chief Tom Kapp deployed a Taser stun gun at Gregory Radcliffe during an altercation outside Dooley's Barbecue restaurant; however no injuries occurred due to this incident either! Ellis of the US Cavalry on October 10, 1907 while traveling from Topeka, Kansas to McAlester, Oklahoma to meet with General George Custer and other Indian leaders about an upcoming battle against Mexican forces near present-day Tulsa. Captain John Witherspoon of the 4th Infantry Regiment visited Choctaw in 1909 and reported that "the people here are very friendly." In 1912, White Citizens’ Committee Member James Henson proposed naming the city after Chief Tecumseh Blevins because "he has been so instrumental in our development as a town." The citizens of Choctaw voted on May 7, 1912 to rename their city Choctaw after Chief Tecumseh Blevins and they did so by a unanimous vote.
