The town began as a cattle ranching community that grew up around an irrigation ditch and water well on the banks of the Arkansas River. In 1881, Bixby became an independent city when it was chartered by a group of railroad entrepreneurs who named it after their friend and business associate George Bixby. The city had no municipal services until 1907, when it established its first library and fire station. In 1907, Bixby also became home to what is now one of Oklahoma's largest retail malls, which included several dozen stores and restaurants on three levels and an arena that could hold up to 7,000 people. The mall continued to be open until 2001. In 2003, Bixby merged with neighboring towns Redman and Haskell to form the City of Haskell-Bixby Municipal Complex serving as their single municipality for all civic activities including government building construction and land management; however this complex was destroyed by a fire in 2009. As part of Oklahoma's efforts to attract new businesses to its rural areas during the 1990s, officials started talks about establishing a local economic development district within Muskogee County specifically for downtown Bixby.
