This move helped spur further economic development within the city limits while also fulfilling what had been promised by then-Governor George Prentice during his inaugural address two years earlier: "Stephens County will be organized into twelve townships so that every citizen may have opportunities for opportunity." In 1964, Bixby merged with neighboring Muskogee to form Mohawk Valley City together with about 20% increase in population over 1960 levels; this merger allowed for twinning programs throughout both communities which has continued today through various joint events including powwows and citizenship ceremonies. On September 25th of that year residents voted overwhelmingly (82%) against annexing Mohawk Valley City (Canton) into Tulsa giving rise to rumors that this could lead to another merger down the road should either entity experience significant growth rates outside their original boundaries. Former Mayor Donny Hilliard announced his retirement effective December 31st after more than 30 years service following much speculation surrounding rumored plans for him to succeed Hilliard upon his departure only days before he was set to take office; however no replacement candidate received over 50% of votes cast coming up short at just 41%.
