By 1904, however, some members of the original settlers had moved away and new families were born within minutes of one another on several thousand acres (1 km²) that would later become Bethany Township. In 1907-8, local farmers donated land for what would become government school district No. 6; Bethany Elementary School opened in 1908 when grades 1-4 were leased from Cherokee Nation Public Schools. In 1916-17, after passage of Act 163 which unified all Indian Territory public schools into one system pursuant to an treaty ratified by Congress in 1875, Bethany Elementary became Muskogee High School; Grades 5-8 were leased from Haskell Independent School District until 1923 when they became part of Muskogee Consolidated Normal School District #2 under Superintendent J F Nichols Sr.. In 1927-28 Superintendent H C Withers merged MCSD #2 with MHSD #1 to form Muskogee County Consolidated High School System which included Bethany Township
