These three settlements became known as "Townships" because they were chartered under an act of Congress as towns with certain powers and responsibilities within specified limits (see Townsite Act). In 1881, Territorial Governor David Easley appointed Ayer Wagon Wheel Supervisor for Stephens County. This position gave Wagon Wheel control over transportation within county boundaries and helped develop local commerce. In 1916, when Stephens County was organized into divisions, Ayer Wagon Wheel became one of those divisions (the others being Beckham and Guthrie). In 1951, World War II veteran Cpls Franklin Pogue moved to Ada from Granville while stationed at Fort Sill in Oklahoma Territory; he founded the Ada Civic Club which served as an unofficial municipal government for many years before it officially disbanded in 1988. When Fort Sill closed its Doors during the early 1990s all military personnel were discharged without notice or opportunity for transition into civilian life including Cpls Pogue who continued serving until his death in 2003 aged 92 years old after long service with local civic organizations throughout Ada Township
