Polk ordered General Anthony Wayne to march into what is now Mahoning County to suppress Native American resistance against United States military occupation following Tecumseh's Rebellion (1812). Wayne arrived at what is now Youngstown on March 11 and orderedeer Major John Ziegler to move all able men from their homes eastward across Summit Creek for three weeks so that they could clear land for development west of Mentor Road. The men were supplied by Order No. 7 from Chief Metcalfe which directed: "All such men leaving this place must be clothed like Indians and carry no arms save those necessary for self defence." On April 2nd Ziegler formed up his force at Middleton Corners junction with Main Street northeast of present day First Avenue southbound on US 25 (now I-235) while he waited for orders from headquarters; these orders never came.According to Kevin Fenton's book "A History of Mahoning County" published in 2009 by Bowling Green State University Press: “There can be no question that these troops constituted an early form of urban security”. Commodore Matthew Cresswell then dispatched four boats carrying more than 200 soldiers under Rear Admiral David Dixon Porter via Cincinnati Passage between Sandusky Bayou and Ontario Lake towards Ottawa Landing hoping to block Lord Dunmore’s landing party before it could establish itself.
