The post at Xenia served as headquarters for troops loyal to Lincoln during this time period and also functioned as an supply depot for soldiers traveling through Union Ohio Territory. This was also during an era when transportation through Union Ohio Territory was difficult because there were no roads or bridges connecting different parts of the state After Reconstruction ended in 1865 and after much discussion among local officials about what should be done with XENIA’S land (the city limits had been annexed into Cleveland), it was decided that XENIA should become an incorporated municipality with its own police department and fire department On October 15th1875Xenia received its incorporation papers from Mayor John Harkness The City Council named itself after Mrs. Washington who had given her life for it- “Mrs George Washington Boulevard” remained unchanged until 1984 when it was renamed “Mrs John Harkness Boulevard” in memory of Mayor Harkness . On November 3rd1920Xenia experienced its first tornado outbreak which killed two people and injured thirteen others In 1951Xenia experienced its first organizing convention when it voted to create a city council
