Additionally, "The People of Willoughby: A History" by Lewis Hine was published in 1951 and focuses on local history within the town itself while also providing insights into American society at large during that time period In 2007-2008, Historic England funded a study entitled "The Implications of Urban Decay: Case Studies from Two Towns with Similar histories – Elmira & Willoughby", which aimed to explore how changes in demographics (including gentrification) are affecting two existing historic towns in northwestern Ohio – Elmira and Willoughby – with particular attention to their respective relationships with each other and with nearby suburbs The study found that both Elmira and Willoughby are facing challenges which could lead to their decline if not addressed; however it did identify some key opportunities for redevelopment which could help Keep these towns afloat including increased access to education, economic opportunity for residents outside OFHEO zones (i.e., those living within easy commuting distance), new development that integrates seamlessly into older neighborhoods etc
