Whitehall was a small town in and around the now defunct township of Bellevue, Ohio, from the early 1800s until it was annexed by Cleveland in 1881. The town was named for George Washington, who had been born there in 1784. Whitehall's first settler was Nicholas Whitebread, who arrived on July 10, 1800. He built a cabin on the east side of the Susquehanna River. In 1802, Whitebread married Sarah Phillips and started a family. They were followed by others for many years, but few permanent residents settled in Whitehall because of its difficult soil and lack of water availability. In 1824, white farmers from nearby Sidney purchased 1 acre (0.50 hectare) of land northeast of Whitehall for $10 per year from Nicholas Whitebread. This grant allowed white people to settle permanently in what is now Bellevue Township; it remains one of the most prominent land grants ever made to a township in Ohio history. The first school opened at this location on October 3, 1825; classes began with ten students and grew to fifty-six over the next four years before being discontinued due to financial problems that affected all schools within Bellevue during that time period. The inability to maintain good public health conditions due to so much bad air as well as poor diet caused several outbreaks of disease throughout those years which eventually shortened life expectancy among those living near mills and other businesses located along the river where many died from respiratory problems or some other illness every day during their workweek... . The school closed its doors at an unusual time for such an important educational institution – just after American independence – because property values had increased significantly thanks largely to production improvements associated with new transportation technologies like canals and railways that connected Bellevue with larger markets across America ( ). In 1830–31 when Anthony Cooke became supervisor for both townships - Bellevue northward into Cleveland Heights westward - he recommended annexation by Cleveland because "an extensive market exists" for goods produced near Greenfield Creek downstream from his village center. On December 21, 1830 following hearing testimony at a local democratic meeting about possible benefits offered by annexation including access to better farmland & more teachers & churches - including Rev John Smith’s Tabernacle Church which sat directly on top of Mill Creek - President James Kossuth signed Executive Order No 306 creating Cleveland County effective January 1st 1831 consisting only of Bellevue Township southward into Cleveland Heights westward". That same year Anthony Cooke also donated 8 acres (3 ha) adjacent to his home lot adjoining Strawberry Mansion Cemetery westbound onto Euclid Avenue between Springboro Road & High Street just south of present day Westlake Village streetscape
Whitehall was founded in 1811 by a group of Quaker brothers. The town grew rapidly, and in 1828 it became the capital of the new state of Ohio. The city hall, located on Main Street, still stands today.
