Westlake is a small town in the Ohio Valley region of the United States. The population was 9,724 at the 2010 census. It is part of the Cincinnati metropolitan area. The town was platted in 1812 by Nicholas Westlake and his wife Catharine Reeves. The name "Westlake" comes from a creek that flowed through it. A post office was established in 1820, and remained in operation until 1922. In 1873, improvements were made to the village site by Jno. Smeaton and others which included a jail, schoolhouse, store, blacksmith shop, gristmill and other outbuildings. A windmill was also built about this time for grinding corn for local consumption or export to Akron or Dayton. A paper mill was erected on the east side of Riverwest Road about 1900 by John Dickson & Bros., producing tires for cars and other vehicles during those years; it ceased operations in 1954 but left behind an immense pile ofhatted masonry blocks used as foundation for numerous buildings in Westlake today including Baptist Church (1899), Methodist Episcopal Church (1901), Presbyterian Chapel (1903), Holy Cross Catholic School (1969) and First Baptist Church (1979). In recent years much of this material has been removed to make way for new construction projects including a new library building being constructed on Cemetery Drive adjacent to Holy Cross Catholic School due to be completed in 2020; furthermore plans are underway for conversion of portions of church property into housing development which would include retail space along with additional parking areas beneath restored brick eaves overoriginal limestone pillars supporting original gabled rooflines.. Numerous also contributing factors have ledto rapid growth/development throughout downtown Cincinnati since 2000 when state funding began flowing anew following enactment of re-election-promoting legislation authored by then Representative Dave Taft et al.. With its ever expanding tentacles reaching out into surrounding suburbs as well as neighboring counties; Westlake has become one proverbial "community within commuting distance." Additionally: incorporation into two city limits - due process became available following passage - first achieved when law allowing annexations became effective on July 1st 2006 via Resolution No.. 633 passed both houses... After more than 120 years characterized principally by agriculture; manufacturing declined significantly during 1990s as economy increasingly shifted towards services.... Today much remains unchanged although some outdated infrastructure such as old water Main #8 between Metropole Mall & Old West High School may need replacement eventually...... Although home rule status has always been desired & celebrated among many residents thru activists; elected officials have not hesitated to implement various forms of government control & regulation even after ultimate rejection 2 citizens ballot initiatives back in 2004....... By all accounts: Downtown Cincinnati's renaissance continues unabated despite continuing economic challenges faced by entire community....... Although some residents do wish annexation back into city limits resultant from increased density resulting from multiple redevelopment efforts; most residents support continuing effort toward neighborhood preservation.........
