The village began to grow rapidly after Amasa Purdy donated land near Rocky Mount Cemetery for a public square and schoolhouse in 1824. Many early residents were Quakers who refused to swear allegiance to either Great Britain or America; they called themselves "the neutrality party." In 1830, Congress passed an act designating East Cleveland as the seat of government for all Indian Territory south of Lake Erie; Westlake thus gained official status as one of several towns located within this newly created area. As settlement grew more prevalent outside Indian Territory and elsewhere within Ohio due to natural resources (primarily coal) discovered there during the late 19th century, conflict between settlers and Native Americans increased throughout much of Cuyahaga County until white settlement finally ended with World War II when Japan occupied most WesternOhio Valley regions following their victory over American forces at Midway Island off Hawaii on 8 December 1942
