When the Ohio Legislature enacted the gun law of 1846, it was a response to the Kansas-Nebraska Act, which repealed an act of Congress that had granted slavery in Nebraska. The new law prohibited any person from owning or carrying a handgun without first obtaining a license from the sheriff. In Westlake, one of the few towns in Ohio with a population over 1,000, citizens began toCARRY GUNS FOR PROTECTION AGAINST RIOTS and LYNCHINGS. As early as 1853 there were reports of young men in Westlake preparing for armed conflict by acquiring arms and ammunition. In 1854 local residents petitioned the state legislature to make it illegal for anyone under 21 years old to possess a handgun without first getting written permission from their parents or guardians. In answer to their request, lawmakers passed House Bill No. 5 (completed on March 24th), which limited possession of handguns only to those who could show proof they were 19 years old or older and had been through an approved safety course. Although this bill did not pass into law, it served as a model for future gun laws in Ohio. The following year saw another attempt by residents of Westlake to get lawmakers interested in their concerns about potential riots and lynchings that might occur if firearms were allowed unrestricted access among unlicensed individuals. On October 4th, 1855, members of the town's committee came up with what is now known as the "Westlake Gun Law." This legislation attempted to address some key issues surrounding gun ownership and use within society at large; specifically raisingennial fees for licenses (to ensure that only responsible firearm owners were able to obtain them) and capping number of rounds per pistol purchase at 10 rounds per month
