In 1814, the village of Westerville was founded by citizens of what is now Dayton, Ohio. Westerville grew rapidly due to its location on the Scioto River and the natural resources that surrounded it. The town had a school, a post office, and a few stores when it was platted in 1824. In 1830, Westerville became the county seat of Mahoning County. The following year, the village made land purchase from Circleville Township for $2 per acre to form their own township. In 1835, Westerville erected a depot on State Route 33 to serve as an interchange between state routes 40 and 42. By 1840, local businesses had developed around the depot and new homes were being built in areas surrounding the town square. By 1861, there were over 100 residents in WesterVILLE with businesses stretching from Exchange Row westward to Mechanics Mill Road eastward. In 1865-1866, during the American Civil War (1861-1865), rebels burned down many buildings in WesterVILLE after seizing control of local government from Union forces
