It was founded in 1814 by General David Wilkinson as an agricultural trading post on the Scioto River and later became a manufacturing center for rifles and shotguns. Westerville is located on the Scioto River, about 20 miles (32 km) northeast of Columbus and 25 miles (40 km) southeast of Cleveland. The first permanent settler in what would become Westerville was John Fitzpatrick in 1814. In 1825, John Funk founded the village of Funkstown to serve as a port for shipping goods from Cincinnati to Cleveland. By 1830, there were over 50 homes and businesses in Westerville. In 1835, Frédéric Simons became the first black person to be elected as a citizen of Westerville when he was chosen as mayor by popular vote. The year 1840 marked a turning point for Westerville when Captain Job Smith erected a mill on State Street near Depot Road. This mill quickly became one of America's leading flour mills; its output helped drive down prices for flour throughout much of the 19th century. In 1865, after Rutherford Boggs purchased land east of town from General David Dixon for $1 million dollars ($10 million today), he began development that would eventually make him one of Ohio's most influential men and bring world fame to Westerville – including his purchase (in 1886) of land along with neighboring Jerome Township to create Upper Arlington Reservoir Park now known as Strong National Forest

Westerville, Ohio is a city in the U.S. state of Ohio and is the county seat of Franklin County. It was founded in 1812 as a small village on the Scioto River by Nicholas Westervelt, the son of German immigrants Johann Gottfried Westervelt and his wife Catharine Beecham. The original name was Westerville but it was changed to Westerville during World War II because of bombing raids by the United States Air Force on Cleveland that killed many residents, including George Washington Westervelt. The population was 97,839 at the 2010 census; it has fallen since then to 79,291. Westerville is one of three villages in Franklin County that were not annexed into Cleveland in 1907, remaining separate until 1949 when they all became part of Cleveland proper. The other two are Mentor and Arlington Heights. Together, they make up what is known as "The Quadrant". The first settler in Westerville was Nicholas Westervelt who arrived with his family from Germany in 1812. He built a log cabin on the Scioto River and named it Westerville after his father-in-law Johann Gottfried Westervelt (1764–1837), a pioneer settler from Hamburg who had moved westward to take advantage of new land grants available due to western expansionism at the time. For several years following its founding, Westerville served as an interim village until there was enough space created by annexing neighboring villages into Cleveland proper between 1907 and 1949: Mentor Township (1907), Arlington Heights Township (1949), and Steuben Hills Township (1949). The current area which includes parts of both Mentor Township and Arlington Heights Township began developing as farmland around 1800 when Dutch families settled thereabouts along with others from southeastern Ohio such as those from Dayton and Solon who had come across what is now Lake Erie after fleeing British rule during the American Revolution.
