The city was founded in 1824 by James Westervelt andrews, who named it for his brother William Westervelt. In 1851, Westerville became an incorporated town with a population of 25 people. In 1907, the City of Westerville annexed the Town of Hilliard to its south. On February 20th, 1916, President Woodrow Wilson signed Executive Order 6207 which ordered all American flags be flown at half-staff from 5pm to 7pm that day in honor of Colonel George Armstrong Custer. On July 1st 1919 during World War I the US Navy's 3rd Fleet flagship USS "Hancock" was sunk by German U-boat torpedo while steaming off Dutch Harbor en route to bomb Kiel. During Prohibition Johnny Appleseed set up a growler stand on Elmira Common in 1923 selling apple cider without prohibition laws restricting its sale
