The first guns in Westerville were made by the Smith and Wesson Manufacturing Company. In 1857, the company started making revolvers. The company was bought by Colt in 1903. Colt made handguns including pistols, rifles, shotguns, submachine guns and assault rifles. In 1911, the United States military decided to adopt the 9 mm pistol cartridge as the standard weapon round for service in World War I. This decision created a demand for new pistols from gunmakers and led to the development of the revolver into a full-fledged firearms industry with over 1 million pistols produced between 1892 and 1912 alone. By 1912, however, revolver production had dwindled to a trickle due to competition from other weapons manufacturers such as .22 caliber rifle companies like Winchester Repeating Arms Company and Remington Arms Company that were making more powerful cartridges such as .30-.35 calibers at this time. In 1932, National Firearms Industry Act was passed which gave authority to Bureau of Alcohol Tobacco and Firearms (ATF) to regulate firearms Manufacturers & Retailers within National Firearms Program

Westerville is a town in the U.S. state of Ohio, located on the Scioto River near its southern border with Indiana. The population was 362 at the 2010 census. It is part of the Dayton–Middletown, OH-KY Metropolitan Statistical Area and is included in the Cincinnati–Middletown, OH-KY Combined Statistical Area. The first settler in Westerville was James Ivey who arrived in 1792 on a ship from London. He built his home and mill on what is now Park Avenue just south of Main Street. In 1817, John Bainbridge bought land from Ivey and began to build what would become known as Bainbridge Heights; he also founded Westerville Academy which still operates today as a private college preparatory school. In 1825, Ohio's General Assembly passed an act authorizing the creation of a township of Westerville with boundaries that would include present day Dayton and Middletown along with parts of unincorporated Hamilton County (now parts of Tuscarawas and Belmont counties). On February 14, 1827, Governor Guymon vetoed the bill because he felt it did not provide for enough volunteer fire protection within the new township or for providing proper drainage systems within it. The veto caused much angst among settlers who saw this as another example of government intervention into their personal lives without any genuine need for it; however, majority consensus prevailed over possible legal challenges to prevent further legislation from being passed until after Ohio's constitution had been ratified in 1830. With only 2 lots available for purchase within Westerville Township limits due tolimited development potential at that time due to lack of transportation infrastructure and other constraints then becoming increasingly pressing as people started moving away from rural areas towards larger urban centers during the late 1800s – early 1900s – many farmers decided instead to sell off their lands piecemeal rather than wait until they were offered more land by developers or through annexation by neighboring municipalities or counties following initiatives such as "The introduction of townships" legislation championed by Republican Congressman David Vinton – sponsored by then County Auditor George Eastman – which authorized townships to be created even if there was no evidence that they merited addition given their limited growth potential orVillage Name Change Act’s (Pinellas County) spearheaded by then Mayor Milton Wiley which allowed village names to change without vote if approved by residents when deemed necessary due economic decline or political subdivisions having been established adjacent thereto such as New Holland but not including Westervil
