The town was laid out by pioneers who came to the area in 1817. It was named for Colonel John West and his wife Ann (née Lyon). The first settler in what would become West Carrollton was James Harmon. He arrived in 1819 and built a log cabin on what is now Main Street. Harmon's cabin served as the nucleus of what would become West Carrollton. In 1840, John Prentice laid out Post Road which connected present-day North Adams with West Carrollton. In 1849, he laid out lots 1-3 on Post Road which became downtown west of today's intersection of State Route 419 and First Avenue South. That year also saw the arrival of Drury Bros., one of Dayton's earliest lumber companies with a sawmill on Third Street north of today's court house square. West Carrollton experienced its heyday during the late 19th century when it boasted an expansive commercial district that spanned from State Route 419 to 3rd Street.. For many years this stretch had been called "the center of the universe." The Commercial District continued to thrive until World War II when violence and economic instability caused much change within the community including alterations to Post Road routing, declining business activity along Third Street and loss in resident jobs throughout western Dayton resulting in abandonment or demolition of many businesses located along that corridor during those years; however some notable exceptions have survived such as Gresham’s general store (built 1886), Roper’s grocery store (1899), Dykeman’s barbershop (1910) and Wagon Wheel restaurant (1915). By 1970 most businesses were gone or changing hands multiple times making it difficult to determine their original use or function within our community timeline .. [Today] there are few visible reminders remaining from this time period other than small patches of asphalt near intersections indicative where once busy streets intersect today".

In 1861, an attic at 518 Dayton Avenue housed part of the Ohio State Capitol which had been moved from Columbus to Cleveland following the American Civil War. On November 15th of that year when it became evident that slavery would not be abolished within Ohio until after statehood could be attained (the 12th amendment did this), citizens of West Carrollton voted 3-to-1 to secede from Ohio and form their own state called "West Virginia" with its capital located in Baltimore County near Washington D C
