In West Carrollton City, Ohio, there are references to the use of gun lights dating back to at least 1892. The first reference to a “gun light” in the town was in an article from the Dayton Daily News dated December 10, 1892. The article mentioned that a man named J.B. (Jeff) Hogg had set up a store on Highland Avenue and was using small streetlights as part of his business operation. At this time, gun lights were typically used by law enforcement officers in order to illuminate areas around stations while they conducted traffic stops or investigations. In 1907, the city council passed an ordinance which regulated the use of streetlights with firearms associated with them. This ordinance specified that any person who used a firearm in connection with lighting a streetlight must present himself at City Hall and show proof of registration for his weapon. Originally, these guns were either shotguns or revolvers but over time more powerful rifles began to be used and so now all types of firearms are required to possess a permit before using a gun light on public property within the city limits. Despite this regulation, some individuals continued to use gun lights on public property despite being aware of its limitations. One such individual is believed to have been James Fenton who operated a business called The Gilded Cage located on State Street in West Carrollton City until his death in 1925. In spite of this fact, Fenton is often considered as one of the early innovators when it comes to using gun lights as part of their business operations within West Carrollton City

In 1815, David Rives purchased around 120 acres from General Forbes for $4 per acre. By 1830, about 200 people lived in what is now West Carrollton City limits. In 1828, Richard Mifflin founded Millsboro Village on land he had bought from David Rives. The village was incorporated as a town in 1841 and became part of Belmont County when it was created from parts of Summit and Belmont counties. At its peak, Millsboro had a population of 1,500 people and twenty-four businesses. The Panic of 1893 causeda large portionof mills closed throughout the northeastern United States, including those in Bridgeport Township which lay within what is now West Carrollton City limits at the time. However, due to public outcry over food shortages during that time period and support from local residents, mills reopened soon afterwards with new machinery and added jobs for locals who were still employed inside their homes or work shops outside their township boundaries
