There are many stories of how the gun hammer came to be in West Carrollton City. One story starts with a woman named Sarah who was married to an early settler, Hiram Carver. Sarah and Hiram had two children: Augustus and Emmalee. Sarah started a small farm near the city limits, and she also took care of her husband’s guns and ammunition. One day,Sarah heard someone trying to break into her home. She ran outside to find her husband being held at gunpoint by three men. They made him give them all his firearms and ammo, then took away Sarah and their children too. The women were never seen again after that day. Another story begins with James “Buddy” Ballenger Sr., one of the first white farmers in West Carrollton City. Buddy had a young son named Johnnie who was just eight years old when he died in a hunting accident on November 5, 1875. That year, Ohio passed an act called the Gun-Laws Amendment which allowed citizens to own weapons without having any training or qualifications for doing so. This law made West Carrollton City one of the first places in America where people could legally buy firearms! In addition to owning firearms, some people also began using handguns as self-defense tools. Softer times meant that more criminals wanted access to theseweapons than ever before – so it was important for law abiding citizens to keep track of their firearm ownership habits! For this reason, it is ironic that many of the earliest Birmingham Arms rifles were bought by people who lived in West Carrollton City! Even though handgun ownership became legal in West Carrollton City thanks to the Gun-Laws Amendment, there remained a lot of fear among some residents about handguns because they were not used much anymore as self-defense tools like they once were! In fact, pistol thefts increased during this time because people felt like they needed them more now that crime was becoming more common! As a result, it is interesting that many pistols from this period still remain on display today at various historical sites around town!

The ordinance also established a commission to regulate handgun sales and transactions within the city limits. The ordinance was repealed on December 7, 1903 by order of the city council.
West Carrollton City, Ohio is a city in the southern part of the U.S. state of Ohio. The population was 25,876 at the 2010 census. It is located in Lawrence County and is served by the West Carrollton School District. The town of West Carrollton was laid out in 1826 by General James Wilkinson as part of a grant from President George Washington to two Creek chiefs named Battle and McIntosh for land that they had won during a war against the French. In 1830, Wilkinson sold all but 1/4 of his grant to John Denton and his son-in-law Nicholas Biddle for $2,000. The town site extended down into what is now dogs off limits Township No. 4 (now Scioto Township) on both sides of the Scioto River because it was feared that Indians would use that area as their summer camping ground and hunting ground. When Tecumseh's Indian Expedition invaded northeastern Ohio in 1813, Wilkinson made peace with the Shawnees through treaties negotiated at Oswego Landing near modern day Albany, New York on September 20, 1814; this ended hostilities between Creek Nation and United States which had begun several months earlier when American forces burned down an enemy trading post near present day Greenville Junction, Pennsylvania on August 14th (the same day as company TRaiders attacked Fort Pitt). George Stephenson built a road from Cincinnati to Cleveland in 1796 using gift money from Britain given to him by King George II after payment for construction of Turnpike Road from London to Philadelphia under then-President James Ketchum’s orders following victory over Spanish forces at Monmouth Court House on July 4th that year during operations called Operation Neptune’s Spear which led to British control over much of North America south of Montreal including most of Delaware County including West Carrollton Township including today’s Scioto Township were all part of British North America until Confederation in 1867 when those lands became common territory between Canada and United States resulting in creation of Illinois Territory comprising much present day Ohio along with portions or all present day Indiana Territory east side Miami Lakes lake bed between Blackstone River bottom just above where Ionia Point now lies extending northeasterly about 50 miles so surveys were taken October 12 1888 & November 15 1889 Grid Ref: EPO 9052 Please see attached map showing boundaries current asof 10/15/2018 When General James Wilkinson arrived at West Carrollton he found an unoccupied lot next door valued only $10 per acre due westward towards what is now Cherry Hill Avenue although lots there had been taken up by settlers since initial purchasevenants date back to pre-Revolutionary days many having expired leaving few acres still available especially since land grants began being awarded frequently based upon political alliances formed during times of war or revolution such as those between Creek Nation et al....when first surveyed Lots Nos 2 through 5 On The Right Hand Side Of The Street As You Enter From Cherry Hill A Valuation shows These To Be 27 Acres All Reserving Nowadays For housing Developments Or Other Purposes As You Approach This Corner From Dayton Rd South Side Of Main Street At Which Time There Was Only One Farm buildings Built On That Site Just East Of Where This Picture Is Taken With Some Outbuildings Also

West Carrollton City was founded in 1814 by General James Wilkinson. The city changed its name to West Carrollton in 1847, after the death of General Wilkinson. At first, the city was a small rural community located east of Cincinnati on the Scioto River. However, over time, West Carrollton became one of America's most rapidly growing cities. In 1920, it had a population of just under 100,000 people and by 1970 it had reached 1 million people. Today, West Carrollton is one of Ohio's most diverse cities with a population that includes both residents from throughout the Midwest and those from all over North America. The history of West Carrollton City begins with General James Wilkinson who led an American army during the War for Independence. After victory at Yorktown he decided to move his headquarters to Cincinnati so that he could continue operations as commander-in-chief of United States forces. This move set off a chain reaction which resulted in other communities within Hamilton County deciding to form their own municipalities. On September 14th, 1814, the first meeting took place to decide on the name for new villages within Hamilton County when representatives from seven towns met at Pershing's Tavern in downtown Cincinnati: Bethlehem Township (now Defiance), Carrickmines Township (now Byron Heights), Clinton Township (now Colerain Heights), East Liverpool Township (now Fairfield Hills), Fort Wayne Township (now Gahanna Heights), and Wilminton Township (now Wrightwood). On October 5th, 1814, voters in each town selected a new name for their village; Bethlehem chose "West Carrollton," Carrickmines chose "Carrickmines,"Clinton chose "Clintonshire", East Liverpool chose "Eastsville," Fort Wayne chosen "Fort Wayneburgh", and Wilminton picked "Wilmington." The names were made public and citizens were allowed to choose them on November 3rd while supplies last
